Annual Meeting Minutes

7:00p.m.
Those present: Dick Worley, Bill & Cathy Ganson, Dave & Sue Huffmyer, Helen Strachan, Gary Pinnell, Glenn Wright, Anne Reynolds, Ed Orschel, Suzanne & Jay Sheridain, Henry & Cherice Weeks, Tom & Lisa Johnson, Jody Woods, Michael Whitnall, Roger McClain, Clint McAffee, Diane Foster, Jason Christensen, Joan Card, Jim Blankenau (all PCMC representatives) and Loretta Haslock.
The meeting was called to order at 7:10 p.m. by President Helen Strachan.
Quorum: A quorum of 15% was present with more than 14 households and 11 proxy votes.
Minutes: The minutes from May 1, 2012 meeting were approved unanimously.
Treasure’s Report: Treasurer Loretta Haslock presented the 2011-12 financial report on behalf of Sally Elliott. It was presented and approved unanimously.
Trustees: Shannon O’Neal, Helen Strachan, and Loretta Haslock 3 year term beginning May 2011 and ending May 2014.
Jody Woods, Sally Elliott & Dick Worley 3 year term beginning May 2012 and ending May 2015.
Francie McNally, Cynthia Sandoval & Glenn Wright 3 year term beginning May 2013 and ending May 2016.
Construction Committee: (Architectural Committee): Gary Pinnell, Ed Orschel and Paul Tan were re-elected for a one-year term expiring in 2014. Not much activity, roofs, solar panels, decks and railings but nothing the CCR’s prohibit.
Reports:
Diane Foster, newly appointed City Manager, introduced staff members who are to provide an update on water conservation, water quality and environmental issues. Those present included Joan Carr, water consultant for PC, Jim Blankenau, environmental regulatory programs manager and soils ordinance manager, Roger McClain, Clint McAffee & Jason Christensen with the water department.
Roger McClain gave an update on the 16-20 inch water pipeline to be constructed from Judge to the Quinn’s Junction water treatment plant. Project cost is $8-10 million. Construction will extend from upper Deer Valley, from behind the PC municipal golf course down Kearns near rail trail ending at Wyatt Earp. The goal is to finish the Wyatt Earp section by mid-September. They are bidding the project out and will know more soon. Pipeline is designed to take Judge tunnel water to Quinn’s for treatment and then pump water back into the City (along the Rail trail pipes). All mine tailings found during construction will be hauled to Tooele. Completion date for the entire pipeline is June 15, 2014. Clint McAffee spoke about the hydropower facility to be built at Spiro across from Silver Star. Energy taken from elevation difference (I.e. from source to Spiro) will be captured and will generate more power than all city-owned solar combined.
Jim Blankenau addressed EPA concerns of what is coming out of the drain where water pools at the intersection of Wyatt Earp and Butch Cassidy. There will be wells drilled in the neighborhood this summer to investigate. The wells will be drilled in the Park City right of way, with each well taking 2-4 hours to be drilled, leaving a small man way to determine what the prospector drain is capturing. The concern is over what and how much is being discharged into the creek. They are trying to determine the amount and flow of water coming out of there.
With respect to soils, he said that a soils commission was formed and met for a total of 16 hours to discuss what can be done with the dirty soils. No viable and desired solution was really reached. The solution thus far is to transport it to Tooele but still looking into other options. They are also trying to determine ways to mitigate the soil so that not all of it needs to go to Tooele.
Diane Foster mentioned that the City Council will be conducting study sessions starting soon. They are 60-90 minute discussions focused on a single topic. They are not designed for public input rather a dialogue among the Council, but the public is welcome to watch. Upcoming topics include plastic bags, soils ordinance and technological infrastructure.
Jason Christensen from the water department gave an update on the four programs they have to save the city and consumers water.
1) Free water audit in partnership with Weber Basin: intern comes to property and determines whether there is an opportunity for improvement on your system.
2) Smart controller: downloads weather conditions and adjusts stations on your system depending on weather
3) Landscape changes to your home: “ornamental grass” that’s not used; if not using it, evaluate water smart plants
4) Customer portal: wireless water reading system; Allows homeowners to track their water use; alerts when you are reaching a certain limit. That is expected to be available next year.
Loretta Haslock on behalf of Troy Dayley presented the pavement plan for 2013 and explained that Sidewinder was the only impacted road in Prospector but it is being paved and milled this summer. Notices will go out 7 days prior to the start of the project and signs go up 24 hours in advance to remind residents of the project and then the project is started and finished as quickly as possible.
New Business:
• Web-site: The HOA does have a website and it is http://www.prospectorpark.org. Gary Pinnell indicated that he had inherited it but was having issues so maybe we need to get him some help in getting it back up and going again.
• Lobstah Party: Will be on June 14, 2013 which is a Friday. And this is Bob Murphy’s last year of doing it. Everyone agreed Shannon O’Neil would be the new Bob and just take it over next year.
• Drive way parties: Will be moved to Monday night to avoid other conflicts during the week and the time has been set at 7:00pm for them. The pink flamingo party favors etc. shall be passed to the person who is having the gathering next. Glenn Wright agreed since he had all the stuff he would have the 1st one on June 10th to kick off the summer season and Helen Strachan will be having the 2nd one on June 24th. Details via email to follow. July 8th is the next date up for grabs on the drive way parties…
The trustees will determine they will meet on May 15th at 6:00pm at Torch & Sally’s house to do the 2nd mailing.
