Prospector Homeowners’ Association: Annual Meeting 2025

The meeting was called to order at 7:10pm by President Kelly Mugford.

Determination of Quorum: A minimum quorum of 15% of active HOA members (88) (12 members required) was present with 20 present and 21 Proxy’s submitted in advance.     

Approval of Minutes: The minutes from the May 7, 2024 meeting were approved unanimously. 

Financial Report: Treasurer Sallie Rinderknecht presented the financial report for 2024-2025. It was presented and approved unanimously.

Architectural Committee 2025 Update: notes from Tim Govin were submitted in advance. 
  • The last remaining open lots in the Prospector Park HOA have all been built on. Any future Committee activities will likely be related to remodels, additions or changes to outside finishing materials. Note that the City’s building department will continue to require HOA approval for any building permits within the HOA. The Architectural Committee remains available to review plans as needed should you require a building permit.
  • The city now requires a building permit prior to landscaping, or re-doing your landscaping. This includes replacing driveways. Our HOA CC&Rs are silent on landscaping activities. Nevertheless, the City will require you to obtain a building permit which will require the HOA to provide the City an approval. The Architectural Committee will provide this approval for you as long as you have a documented landscaping plan. The Committee will not review or provide comment to your landscaping plan, but we will provide you the needed “ok” to the City’s building department in order for you to receive your permit. Note, however, the City does have strict guidelines on landscaping activities. You are strongly advised to obtain a building permit prior to commencement of any landscaping activity to insure it will meet the City’s requirements.

Re-election of 3 architectural committee members: Tim Govin, Ed Orschel and Tom Ward were re-elected to an annual term expiring in 2026.

Re-election of 2 Trustees expiring in 2025:
  • Kelly Mugford & Elizabeth Demers were re-elected to a 3 year term beginning in May 2025 expiring in May 2028.
  • There are currently two additional openings on the Board; term through 2028. The HOA allows for 11 board members.  We can proceed with the 9 we have now as no interest was expressed in filling the other two seats. 

HOA annual picnic: Saturday, August 2nd 4:00pm-7:00pm in the Prospector Park. 
  • Ed Orschel will organize music and get the Porta Potty
  • Lisa Stein and Chris Haslock will form a committee and pull in other volunteers to help plan the rest of the details. 

Flamingo driveway parties: parties take place in the driveway of the host. The parties are a chance for neighbors to meet and mingle. Bring your own beverages, chair, and a dish to share. The following have already been scheduled and we are looking for additional hosts. Reach out to Amy Sell if you are interested in hosting.

  • July 13 - Sallie & Rod Rinderknecht 
  • August 17 - Amy & Dan Sell
  • August 31 - need host
  • September 7- need host

General Plan Advisory Committee update - Amy Sell presented an update:
  • The update to the General Plan is an opportunity to identify what we want to preserve and how we will evolve and grow over the next 10 years as a town. The general plan is a guide for the entire community and sets the direction for what we want overall and the steps we will take to get there.
  • There are several areas the plan focuses on: Community Character, Transportation, Housing, Water and Preservation and Sustainability.

  • There is another opportunity for the community to provide feedback. May 13 2025 is the FINAL Community Open House for the General Plan at the Park City Library (1255 Park Avenue) at 5:00 PM.

Neighborhood Streets First  - Kelly Mugford presented an update:
  • About Neighborhood Streets First: Traffic in neighborhoods impacts the quality of life for residents, bicycles, pedestrians, as well as drivers. Throughout Park City, residents are asking the City to reduce speeding traffic in their neighborhoods. For this reason, Neighborhoods First Streets Program (NFSP) was created to address speeding concerns in neighborhoods. More info about the program.  
  • Discussion: Nancy Allen raised concerns about speeding and safety on Buffalo Bill as it’s now a cut-through. A recommendation was made to submit a complaint to this committee to see what can be done. 
  • Submit a request through the Neighborhoods First portal here. Let Kelly Mugford know as well as she represents our neighborhood on this committee. Kelly mentioned the city has good representation at these meetings but not a lot of requests were submitted last month.  There are currently no active speed reduction projects in our neighborhood now. 
  • Search the status of a submitted request here. 

Dark Skies: Sallie Rinderknecht shared details about the dark sky rules in Park City. 
  • Nov 1 - March 1 is the period that you can have holiday lights. All lights must be out by 11pm. 
  • Discussion: Are flood lights allowed? Some neighbors have very bright flood lights. Suggestion was to reach out to our community resident advocate, Michelle Downard for more information 

Pet waste cleanup:  Sallie Rinderknecht shared that 3 residents raised concerns about pet waste and asked for us to discuss how we could request more garbage cans and dog waste bags to be installed along the “Kearns Trail” - a suggestion was made to reach out to Michelle Downard to inquire. 

Trail Trash Tunes: Sallie Rinderknecht shared that the board was approached to provide neighborhood feedback on whether we would want this event to take place in Prospector Park. 38 people were strongly in favor and 2 were opposed. This information was shared and the permit was rejected, for reasons we don’t know. A suggestion was made to follow up with Rachel Roadfuss and/or Chris Finney who are in charge of permits and city events as a next step. 

New Business: 
  • E-bikes: Francine suggested that with all the kids speeding on ebikes that we should be extra vigilant when driving around the neighborhood and backing out of driveways. 
  • Park City Spring Projects Open House: Amy Sell shared that on Tuesday, May 13th from 5-6:30pm at the Park City Library there is another open house where the community can learn about several ongoing projects including the General Plan Update and Re-create 248. Given the impact of traffic and changes to 248 it would be great if neighbors could attend to provide input.
